December School Board Minutes

The School Board of North Star Public School District #10 met in regular session on Wednesday, December 21, 2022, in North Star Room 101.

PRESENT: Chris Doehler, Michelle Gibbens, Jeremiah Halley, Vickie Jacksen, Jeana Jorde, Brooks Larson, Paul Wagenman; Administration: Jeff Hagler, Jessica Gunderson, Nancy Reiser, Cathy Johnson. VISITORS: Michelle Swanson - NS staff.

Board President Jacksen called the meeting to order at 5:01 p.m. (time change due to weather conditions). No changes to the agenda.
MOTION made by Michelle Gibbens, seconded by Chris Doehler, to approve the minutes of the November 16, 2022 regular meeting. MOTION CARRIED - all voting aye.
MOTION by Paul Wagenman, seconded by Michelle Gibbens, to approve the November paid bills and December bills presented for payment. MOTION CARRIED-all voting aye.
Monthly financial reports for November 2022 were reviewed.

Principals’ and Activities Director Reports:
Elementary Principal’s report by Mrs. Gunderson: PK-6 enrollment 182 plus 3 SPED PK, attendance 95.6%; two elementary para resignations in December (L Moyer-12/7/22; J Harpestad-12/22/22); interview scheduled on 12/30/22 for one applicant.

High School Principal’s report by Mrs. Reiser: JH/HS enrollment of 116, attendance 95.5%; one JH/HS para resignation effective 12/22/22 (S Miller); upcoming staff/student activities include student Resilience Training (National Guard presenter), Lion Heart (staff PD and student groups), CPR/FA/AED training (sophomores), Vision Zero School student project.

Activities Director report by Mr. Hagler: Update on 3-class basketball system proposal-accepted by NDHSAA but changes can be made; final plan must be in place by 2/23/23 for FY23/24 effective date. Discussion re: purchase of new outdoor scoreboard with FB/Track scorekeeping capabilities: will obtain information from American Legion group about their offer to help with purchase; corners on stage mats are cracking - estimated repair cost of $3,000-$4,000: board consensus to arrange for repairs after checking contractors’ references/pictures of completed work; Rolla will provide equipment/management for 1/17/23 wrestling match to be held at North Star.

Superintendent’s Report by Mr. Hagler: Health insurance coverage for paras needs to be considered in this year’s negotiation topics; annual ESSER spending report for DPI was complete/submitted in December; positive reports on distance learning sessions in December; reviewed and discussed proposed compensation to ancillary staff for lost wages during distance learning: final plan to be determined by Mr. Hagler; coal delivery prices will increase due to high fuel prices; tax levy has been certified. Open enrollment application for FY24 kindergarten student was presented for board approval. MOTION made by Chris Doehler, seconded by Jeana Jorde, to approve open enrollment beginning in FY24 forstudent from Leeds to attend North Star. MOTION CARRIED on a roll call vote: Doehler-yes, Gibbens-yes, Halleyyes, Jorde-yes, Larson-yes, Wagenman-yes, Jacksen-yes. Basement sump pump system components have been replaced and are covered under a 5-yr annual service plan.

Old Business: J Hagler, M Gibbens, C Doehler, P Wagenman will attend NDSBA negotiations seminar in Bismarck on 2/3/2023.

New Business: Legislative trip to Bismarck for junior and senior classes planned for 3/14/23; space available for board members who are interested in attending. Discussed investing savings/MMIS account balances in higher rate CDs available from local banks or their affiliated wealth management companies; rates from both types of entities will be obtained for comparison.
