NORTH STAR PUBLIC SCHOOL REGULAR SCHOOL BOARD MEETING NOVEMBER 16, 2022
The School Board of North Star Public School District #10 met in regular session on Wednesday, November 16, 2022,in North Star Room 101.
PRESENT: Chris Doehler, Michelle Gibbens, Jeremiah Halley, Vickie Jacksen, Brooks Larson, Paul Wagenman; Administration: Jeff Hagler, Jessica Gunderson, Nancy Reiser, Cathy Johnson. ABSENT: Jeana Jorde. VISITORS: Jim Greenlee - NS staff.
Board President Jacksen called the meeting to order at 7:00 p.m. No changes to the agenda.
MOTION made by Michelle Gibbens, seconded by Paul Wagenman, to approve the minutes of the October 19, 2022 regular meeting. MOTION CARRIED - all voting aye.
The report of November bills for payment was incomplete and therefore not presented at the meeting but will beposted to Dropbox next week. Monthly financial reports for October 2022 were reviewed.
Principals’ and Activities Director Reports:
Elementary Principal’s report by Mrs. Gunderson: PK-6 enrollment 181 plus 1 SPED PK, attendance 96.35%; para position will be open at the end of December (due to resignation after college graduation); currently have one applicant for the position; presented 11/3 PT conference attendance report.
High School Principal’s report by Mrs. Reiser: JH/HS enrollment of 115, attendance 96.; presented comparative PT conference attendance report; TCPH nurse is at school 4 days/week for 3 hrs/day; provided report on membership, purpose, and meeting schedules for North Star School committees.
Activities Director report by Mr. Hagler: Update on 3-class basketball system proposal; high participation in JHBBB will necessitate hiring a coaching assistant; discussed suggestion received re: moving the prom to a different venue: prom will continue to be held in the gym; site work is underway on the football field/TCMC building project.
Superintendent’s Report by Mr. Hagler: FY23 revenue budget revision ($2,039 decrease in state aid; $18,444 increase in transportation pmt) was presented for board approval.
MOTION made by Chris Doehler, seconded by Brooks Larson, to approve a revised FY23 revenue budget of $4,020,760 resulting in projected deficit spending of $77,596. MOTION CARRIED on a roll call vote: Doehler-yes, Gibbens-yes, Halley-yes, Larson-yes, Wagenman-yes, Jacksen-yes, (Jorde-absent). 11/1/22 kitchen inspection report provided; discussed distance learning process/procedures to be used in case of inclement weather; legislative session to begin in January-noted information on two possible bills.
Old Business: None presented.
New Business: 2023-24 calendar staff vote results were noted and presented for board approval.MOTION made by Chris Doehler, seconded by Paul Wagenman, to approve the red 2023-24 calendar with a start date of 8/23/23, Christmas break ending 1/2/24, and last day of school on 5/22/24. MOTION CARRIED on a roll call vote: Doehler-yes, Gibbens-yes, Halley-yes, Larson-yes, Wagenman-yes, Jacksen-yes (Jorde-absent). Staff member Jim Greenlee presented notification to the board that, “Pursuant to NDCC 15.1-16.13, the North Star
#67 Association. . . desire(s) to enter negotiations prior to the expiration of the existing negotiated agreement. Petitioning and recognition to follow per NDCC 15.1-16-10: A description of our negotiating unit will be provided no later than February 1st and per 15.1-16-10©, a petition with substantiating evidence no later than March 1st.” Plans for the Christmas party were noted; brief discussion on PowerPoint presentation from the NDSBA convention addressing school paid activities for staff. Discussed investing savings/MMIS account balances in CDs with higher interest rates; local banks to be contacted re: currently available rates.
