REGULAR SCHOOL BOARD MEETING
SEPTEMBER 21, 2022

The School Board of North Star Public School District #10 met in regular session on Wednesday, September 21, 2022, in North Star Room 101.
PRESENT: Chris Doehler, Michelle Gibbens, Jeremiah Halley, Vickie Jacksen, Jeana Jorde, Brooks Larson, Paul Wagenman; Administration: Jeff Hagler, Jessica Gunderson, Nancy Reiser, Cathy Johnson. VISITOR: Bryan Haugen, NS staff

Board President Jacksen called the meeting to order at 7:01 p.m. No changes to the agenda.
MOTION made by Michelle Gibbens, seconded by Jeana Jorde, to approve the minutes of the August 17, 2022 regularmeeting. MOTION CARRIED - all voting aye.
MOTION by Jeana Jorde, seconded by Paul Wagenman, to approve the August bills presented for payment. MOTION CARRIED-all voting aye.
Monthly financial reports for August 2022 were reviewed.

Principals’ and Activities Director Reports:
Elementary Principal’s report by Mrs. Gunderson: PK-6 enrollment 180 plus 1 SPED PK, attendance 97%; PK update:two sections (AM/PM), 4-day week (M-Th), 10/3/22 – 4/25/23. Amendment to PK teacher contract presented for board approval: increase number of days from 90 to 100 (50% to 55%); lane change request for one elementary teacher presented for board approval.MOTION made by Chris Doehler, seconded by Jeana Jorde, to approve increase from 90 to 100 contract days (to 55% contract) for Billi Olson. MOTION CARRIED on a roll call vote: Doehler-yes, Gibbens-yes, Halley-yes, Jordeyes, Larson-yes, Wagenman-yes, Jacksen-yes. MOTION made by Paul Wagenman, seconded by Chris Doehler, to approve lane change for Sara Walsh from 11-2 to 11-3. MOTION CARRIED on a roll call vote: Doehler-yes, Gibbens-yes, Halley-yes, Jorde-yes, Larson-yes, Wagenman-yes, Jacksen-yes.

High School Principal’s report by Mrs. Reiser: JH/HS enrollment of 115, attendance 96.2%; lane change requests for two teachers presented for board approval.
MOTION made by Michelle Gibbens, seconded by Brooks Larson, to approve lane change for Kara Frey from 12-3 to 12-4 and for Michelle Swanson from 5-1 to 5-2. MOTION CARRIED on a roll call vote: Doehler-yes, Gibbensyes, Halley-yes, Jorde-yes, Larson-yes, Wagenman-yes, Jacksen-yes. Additional paraprofessional has been hired for JH/HS special education support; staff training presented/scheduled re: active shooter scenario; Lion Heart program on 9/26 with primary funding from TC Public Health.

Activities Director report by Mr. Hagler: Application for FY24 FB co-op with Leeds was submitted; anticipated start date for FB field project moved to early October; board decision on 3-class basketball system proposal to be made in October (during 1-mo decision period following final draft release); discussed replacement schedule for team uniforms, deviations from the regular schedule, and private funding scenarios; discussed concession price increasesfor candy and pop after fall sports seasons.

Superintendent’s Report by Mr. Hagler: Board approval required for school compliance report, three no-charge tuition agreements, and one open enrollment application.
MOTION made by Paul Wagenman, seconded by Chris Doehler, to approve the FY23 School Annual Compliance Report as presented. MOTION CARRIED on a roll call vote: Doehler-yes, Gibbens-yes, Halley-yes, Jorde-yes, Larson-yes, Wagenman-yes, Jacksen-yes.
MOTION made by Chris Doehler, seconded by Jeana Jorde, to approve two no charge tuition agreements for school year 22/23 with Starkweather Public School for students to attend North Star: one for a five-student family (grades 11, 9, 6, 3, 2) and one for a 5th grader, and a no charge tuition agreement for school year 22/23 with Devils Lake School District #1 for a North Star 8th grader to attend in Devils Lake. MOTION CARRIED on a roll call vote: Doehler-yes, Gibbens-yes, Halley-yes, Jorde-yes, Larson-yes, Wagenman-yes, Jacksen-yes.
MOTION made by Paul Wagenman, seconded by Brooks Larson, to approve an open enrollment application for a Starkweather Public School District student to attend North Star (effective with 2024 school year). MOTION CARRIED on a roll call vote: Doehler-yes, Gibbens-yes, Halley-yes, Jorde-yes, Larson-yes, Wagenman-yes, Jacksenyes.

Old Business: Mr. Hagler conducted the budget hearing meeting with discussion about whether to finalize the 2022/23 mill levy at the preliminary July 2022 dollar amount ($1,312,000) or to decrease it to equal dollars levied in 2021/22 ($1,282,000).
MOTION made by Michelle Gibbens, seconded by Jeremiah Halley, to set the 2022/23 mill levies at a total of $1,312,000 as follows: General Fund @ $1,200,000 (61.50613 mills); Tuition Fund @ $8,000 (.41004 mills); Miscellaneous Fund @ $74,000 (3.79288 mills) and Building Fund @ $30,000 (1.53765 mills). MOTION CARRIED on a roll call vote with six ayes and one opposed: Doehler-yes, Gibbens-yes, Halley-yes, Jorde-yes, Larson-yes,
Wagenman-yes, Jacksen-NO.

New Business: NDDPI Annual Financial Report due 9/15/22 needs to be completed and approved by the board.
