August School Board Minutes (2022)

The School Board of North Star Public School District #10 met in regular session on Wednesday, August 17, 2022 in North Star Room 101.

PRESENT: Chris Doehler, Michelle Gibbens, Jeremiah Halley, Vickie Jacksen, Jeana Jorde, Brooks Larson, Paul Wagenman; Administration: Jeff Hagler, Jessica Gunderson, Nancy Reiser,

Cathy Johnson. NO VISITORS.

Board President Jacksen called the meeting to order at 7:03 a.m. No changes to the agenda.
MOTION made by Michelle Gibbens, seconded by Jeana Jorde, to approve the minutes of the June 27, 2022 regular/election canvassing meeting and the July 20, 2022 annual meeting. MOTION CARRIED - all voting aye. MOTION by Jeana Jorde, seconded by Paul Wagenman, to approve the August bills presented for payment. MOTION CARRIED-all voting aye.

Monthly financial reports for July 2022 were reviewed.
Principals’ and Activities Director Reports:
Elementary Principal’s report by Mrs. Gunderson: PK-6 enrollment: 182; PK update: two sections (AM/PM), 4 days/week with start date in October; K-6 classroom schedule; completed training on new elementary math curriculum; lane change requests for three elementary teachers were presented for board approval.MOTION made by Chris Doehler, seconded by Brooks Larson, to approve lane changes for Hannah Alto from 5-2
to 5-3, Jake Hagler from 5-1 to 5-4, and Torie McTaggart from 6-2 to 6-3. MOTION CARRIED on a roll call vote:Doehler-yes, Gibbens-yes, Halley-yes, Jorde-yes, Larson-yes, Wagenman-yes, Jacksen-yes.

High School Principal’s report by Mrs. Reiser: JH/HS enrollment of 117 includes special ed student in final year of extended attendance; JH/HS class schedule includes new STEM/Art class; back-to-school in-service focused on COGNIA standards review; lane change request for JH/HS teacher presented for board approval.MOTION made by Brooks Larson, seconded by Paul Wagenman, to approve lane change for Daniel Grande from 4-1 to 4-4. MOTION CARRIED on a roll call vote: Doehler-yes, Gibbens-yes, Halley-yes, Jorde-yes, Larson-yes,
Wagenman-yes, Jacksen-yes.

Activities Director report by Mr. Hagler: Discussed FB co-op with Leeds: NS will consider FB co-op w/all home games/practices to be held in Cando and participation fee payment by each Leeds player; Mr. Hagler will submit NDHSAA application for 2023/24 co-op if Leeds school board approves co-op terms; anticipated start date for FB field project will be sometime in September; discussed a 3-class system proposal for basketball; fall sports practices started
for FB/VB/PWGBB.

Superintendent’s Report by Mr. Hagler: Budget hearing meeting to be held in conjunction with the September board meeting; updated FY23 Health and Safety Plan was reviewed and discussed.MOTION made by Paul Wagenman, seconded by Jeremiah Halley, to approve the updated FY23 Health and Safety Plan as presented. MOTION CARRIED on a roll call vote: Doehler-yes, Gibbens-yes, Halley-yes, Jorde-yes, Larson-yes, Wagenman-yes, Jacksen-yes.
Board agreed to continue optional administration award of additional sick leave (½ of time missed up to 5 days) to staff who are absent from work due to COVID. Two tuition waiver agreements and one open enrollment applicationwere presented for board approval.
MOTION made by Michelle Gibbens, seconded by Jeana Jorde, to approve a school year 22/23 no charge tuition agreement with Starkweather Public School for 1st grader to attend North Star. MOTION CARRIED on a roll call vote: Doehler-yes, Gibbens-yes, Halley-yes, Jorde-yes, Larson-yes, Wagenman-yes, Jacksen-yes.MOTION made by Michelle Gibbens, seconded by Jeana Jorde, to approve the open enrollment application for a Starkweather Public School District student to attend North Star (effective with 2023 school year). MOTION CARRIED on a roll call vote: Doehler-yes, Gibbens-yes, Halley-yes, Jorde-yes, Larson-yes, Wagenman-yes, Jacksenyes. MOTION made by Paul Wagenman, seconded by Brooks Larson, to approve a school year 22/23 no charge tuition agreement with Leeds School District for 3rd grader and 11th grader to attend North Star. MOTION CARRIED on a roll call vote: Doehler-yes, Gibbens-yes, Halley-yes, Jorde-yes, Larson-yes, Wagenman-yes, Jacksen-yes.
Bids for coal and milk for 2023 school year were presented for board approval.
MOTION made by Paul Wagenman, seconded by Michelle Gibbens, to approve the coal bid from Belle Trucking for Wolf Mountain Coal at $69.00/ton and hauling at $74.50/ton with an additional fuel surcharge on the hauling cost for a base total of $143.50/ton. MOTION CARRIED on a roll call vote: Doehler-yes, Gibbens-yes, Halley-yes, Jorde-yes, Larson-yes, Wagenman-yes, Jacksen-yes. MOTION made by Michelle Gibbens, seconded by Jeana Jorde, to approve the milk bid from East Side Jersey Dairy (Bismarck, ND) at half-pint prices of $0.30 (0%W), $0.313 (1%W) and $0.332 (1%Ch) and $4.235/gal (2%W). MOTION CARRIED on a roll call vote: Doehler-yes, Gibbens-yes, Halley-yes, Jorde-yes, Larson-yes, Wagenmanyes, Jacksen-yes. VP Gibbens assumed the chair at 7:49 to finish the meeting.

Old Business: None.

New Business: Discussed schedule and activities planned for Back to School Night on August 22; update on changes in routes and equipment assigned to bus routes; Michelle Gibbens noted that Glow Golf will be held at the Cando Golf Course beginning ½ hour after the end of the first NS football game at $20 /4-person team.
