March School Board Meeting Minutes

The School Board of North Star Public School District #10 met in regular session on Wednesday, March 16, 2022 in the

North Star gym. PRESENT: Chris Doehler, Michelle Gibbens, Vickie Jacksen, Jeana Jorde, John Peters, Paul Wagenman; Administration: Jeff Hagler, Jessica Gunderson, Nancy Reiser, Cathy Johnson. ABSENT: Jay Nicholas.
VISITORS: None.

Board President Jacksen called the meeting to order at 7:02 a.m. No changes were made to the agenda.

MOTION to approve the minutes of the February 16, 2022 regular meeting was made by Michelle Gibbens, seconded by Jeana Jorde, and CARRIED - all voting aye. MOTION to approve the March bills presented for payment was made by Michelle Gibbens, seconded by John Peters, and CARRIED - all voting aye.

 Monthly financial reports for February2022 were reviewed.

Principals’ and Activities Director Reports:
Elementary Principal’s report by Ms. Gunderson: PK-6 enrollment: 178; YTD attendance: 93.59%; two plans for 2022/23 elementary staffing were presented and discussed by the board and administration. The plan options will be discussed with the elementary teaching staff before making a final staffing configuration decision. In addition, a new Interventionist position to cover all North Star grade levels will be opened and advertised.

High School Principal’s report by Mrs. Reiser: JH/HS enrollment: 116, YTD attendance: 92%; 2022/23 staffing considerations were included in the elementary staffing discussion as there is the possibility of covering staffing for a combination of classes at all grade levels (elementary/JH/HS) with a single applicant. A letter of resignation from Margaret Henke was presented for board approval, and options for staffing her replacement and revising course
content for 2022/23 were discussed. The open position will be advertised as FT/PT VoAg. Upcoming events include the April 1st instrumental music contest, to be hosted by North Star, State Assessment testing, and ongoing review and development of North Star professional development goals. MOTION to approve the resignation of Margaret Henke, effective May 18, 2022, was made by John Peters and seconded by Chris Doehler. MOTION CARRIED on a roll call vote: Doehler-yes, Gibbens-yes, Jorde-yes, Petersyes, Wagenman-yes, Jacksen-yes (Nicholas-absent).

Activities Director report by Mr. Hagler: Board members chose the red paint shade and floor stain color for the gym refinish project from samples provided. An additional coach will be needed for track due to high participation numbers.

Superintendent’s Report by Mr. Hagler: No changes were proposed to the current Health and Safety plan; the lunch program review summarization letter from NDDPI was shared; build date for the replacement white activity bus has been set for March 21st. Discussed replacement vs repair of bus #56, currently serving as the spare bus; board authorized looking for and purchasing a used bus to replace #56. Also discussed and authorized looking for a
replacement for the 2007 van with a vehicle equipped with updated safety features. Open enrollment application to replace the current tuition agreement for Chas Bisbee (Leeds School District resident) was presented for board approval. MOTION to approve the open enrollment application for Chas Bisbee was made by John Peters and seconded by Paul Wagenman. MOTION CARRIED on a roll call vote: Doehler-yes, Gibbens-yes, Jorde-yes, Peters-yes,
Wagenman-yes, Jacksen-yes (Nicholas-absent). Revised NDSBA Policy HCAA Purchasing (to replace current policy HCAA Purchasing Agent) was presented for board review and discussion.MOTION to rescind North Star Board Policy HCAA PURCHASING AGENT adopted 12/16/09, to adopt North Star Policy HCAA PURCHASING as written by NDSBA with the following change to section Purchasing Authority Thresholds 3. Purchases $10,000 to $50,000: These purchases may only be made by the Chief Procurement Officer (delete remainder of paragraph), and to waive the second reading in accordance with North Star Board
Policy BDA, was made by Jeana Jorde and seconded by Chris Doehler. MOTION CARRIED on a roll call vote: Doehler-yes, Gibbens-yes, Jorde-yes, Peters-yes, Wagenman-yes, Jacksen-yes (Nicholas-absent).

Old Business: Long term planning meeting will be held in conjunction with the April 20th board meeting. School board election date has been moved from June 7th to June 14th to coincide with the county’s primary election date; as a result, the June board/canvassing meeting date will change from June 20th to June 27th.

New Business: Senior class representative Ava Teubner presented the 2022 senior trip plans, requested, and was given board approval for the use of a small bus and fuel payment by the school for the trip. Negotiating committee needs to meet to discuss administration and ancillary staff pay for 2022/23. Board members volunteered for the following interview committees for open positions: Interventionist - Chris Doehler, Vickie Jackson; VoAg – Paul
Wagenman. North Star will host a speech meet on March 26th.

Next meeting set for Wednesday, April 20, 2022, at 7:00 p.m.; Long Term Planning meeting at 8:00 pm. Meeting adjourned at 8:10 a.m.
