February 2022 School Board Minutes

The School Board of North Star Public School District #10 met in regular session on Wednesday, February 16, 2022 in North Star Room 101.

PRESENT: Chris Doehler, Michelle Gibbens, Vickie Jacksen, Jeana Jorde, Jay Nicholas, Paul

Wagenman; Administration: Jeff Hagler, Jessica Gunderson, Nancy Reiser, Cathy Johnson. ABSENT: John Peters.

VISITORS: North Star staff members Bryan and Lavonne Haugen, Cando, and Lindsay Bundermann, Starkweather.

Board President Jacksen called the meeting to order at 7:02 p.m. No changes were made to the agenda.MOTION to approve the minutes of the January 19, 2022 regular meeting, made by Michelle Gibbens, seconded by Jeana Jorde, was CARRIED - all voting aye. MOTION to approve the February bills presented for payment, made by Michelle Gibbens, seconded by Jay Nicholas, was CARRIED - all voting aye. Monthly financial reports for January 2022
were reviewed.

Agenda item 11.b. was moved up in the meeting order for health insurance information presentations (via Teams and phone) by representatives from NDPHIT (ND Public Health Insurance Trust) and BCBSND. NDPHIT is a member-owned organization with a full spectrum of health and ancillary insurance coverages. Membership requirements include payment of an upfront deposit (investment) equal to approximately 1 month’s total premium cost, a 2-year
participation commitment and the possibility of future assessments to cover shortages for claim coverage. NDPHIT’s intent is to refund the upfront deposit amount to member participants at some point in the future through a “premium holiday” or premium rate increase offset. Insurance offerings are guaranteed issue, non-grandfathered plans. The BCBSND representative reported that although the current pooled schools group is being dropped, the
remaining members of that group will now be included in a larger pooled group of all grandfathered plan members who will retain their grandfathered plans coverage.

Principals’ and Activities Director Reports:
Elementary Principal’s report by Mrs. Gunderson: PK-6 enrollment: 176; YTD attendance: 94%; February parent teacher conferences had an 89% participation rate; pre-K screenings have been done for 16 children indicating that 2 sections will be required for 2022/23.

High School Principal’s report by Mrs. Reiser: JH/HS enrollment: 116, YTD attendance: 93%; parent teacher conferences had an 83% participation rate under a new student-led conference format); upcoming Feb/March events include a CTE Day for juniors, FCCLA STAR events for 6 groups, schoolwide Lion Heart assembly/presentation, 1-day Book Fair, and ACT test.

Activities Director report by Mr. Hagler: Updated quote for the gym floor refinish project: work planned to begin the day after graduation; district GBB tournament financial report; PW Jamboree participation options have been offered to Starkweather School (no response received yet); BBB/GBB schedules for 2022/23 (in super-region format); reviewed and discussed drawing of the proposed angled orientation for the new football field and track.

Superintendent’s Report by Mr. Hagler: Health and Safety plan: decreased testing activity, no changes proposed to current plan; health inspection and 5-year school lunch program review were completed with no major issues; Civil Rights Data Collection Report was completed and submitted; summer school session in 2022 will be for Title I students only; storm makeup days, if needed, will be 5/18 and 5/19.

Old Business: Coach bus has been sold for $5000; superintendent evaluation results presented for board approval. MOTION to approve superintendent evaluation report was made by Michelle Gibbens and seconded by Paul Wagenman. MOTION CARRIED on a roll call vote: Doehler-yes, Gibbens-yes, Jorde-yes, Nicholas-yes, Wagenmanyes, Jacksen-yes (Peters-absent). NESC fall 2022 in-service date change from August 19th to August 16th requires a change to the 2022/23 North Star school calendar. MOTION to approve change to 2022/23 North Star school calendar to move NESC in-service to August 16th was made by Jeana Jorde and seconded by Chris Doehler. MOTION CARRIED on a roll call vote: Doehler-yes, Gibbensyes, Jorde-yes, Nicholas-yes, Wagenman-yes, Jacksen-yes (Peters-absent).

New Business: Michelle Gibbens reported on the NDSBA Negotiations seminar: new deadlines for negotiating group recognition and completion of negotiations are in effect for 2022; copier lease will be renewed with new copiers; school board election deadlines calendar in Dropbox - terms expiring: John Peters – Area 2 and Jay Nicholas – Area 1.
