January School Board Meeting Minutes

The School Board of North Star Public School District #10 met in regular session on Wednesday, January 19, 2022 in

North Star Room 101. PRESENT: Chris Doehler, Michelle Gibbens, Vickie Jacksen, Jeana Jorde, John Peters, Paul Wagenman; Administration: Jeff Hagler, Jessica Gunderson, Nancy Reiser, Cathy Johnson. ABSENT: Jay Nicholas. VISITORS: None.

Board President Jacksen called the meeting to order at 7:00 p.m. No changes were made to the agenda.

MOTION to approve the minutes of the December 15, 2021 regular meeting, made by John Peters, seconded by Chris Doehler, was CARRIED - all voting aye. MOTION to approve the January bills presented for payment, made by Michelle Gibbens, seconded by Jeana Jorde, was CARRIED - all voting aye. Monthly financial reports for December 2021 were reviewed.

Principals’ and Activities Director Reports:
Elementary Principal’s report by Mrs. Gunderson: PK-6 enrollment: 179; YTD attendance: 93.45%; elementary music update: daily 30-minute music classes have been added to K-6 schedule; new kindergarten para was hired effective 1/10/22.

High School Principal’s report by Mrs. Reiser: JH/HS enrollment: 115, attendance: 92.8%; FCSE program evaluation results were shared; Tech Ed program update: during Mrs. Henke’s absence, Mrs. Ramey is teaching the senior Tech Ed class and all other Tech Ed students are attending alternate classes; upcoming events/activities include Jr/Sr CTE Day at LRSC, NAEP testing in grades 4 and 8, parent/teacher conferences, and scholarship fundraising at District 8 GBB tourney (lunchroom/concessions); student teacher Jess Edwards is working in HS classes this semester.

Activities Director report by Mr. Hagler: Discussed paint/stain/design options for gym floor refinish project; options agreed on were: BEARCATS outlined in black block letters, black paint for out of bounds line; black stain for out of bounds border, and no center circle stain; some help still needed for district tournament; Assistant Speech Coach position at $1700 was offered to and accepted by Andria Juarez: position was added due to high participation; three applicants were interviewed.

Superintendent’s Report by Mr. Hagler: Reviewed recent covid test results and presented proposed changes to the health and safety plan to reflect recent guideline updates regarding quarantine timeframes and protocols. MOTION to approve proposed changes to the Health and Safety Plan was made by John Peters and seconded by Chris Doehler. MOTION CARRIED on a roll call vote: Doehler-yes, Gibbens-yes, Jorde-yes, John Peters-yes, Wagenman-yes, Jacksen-yes (Nicholas-absent). Discussed information from community meeting held by Dakota Natural Gas re: providing local natural gas supply from a trans-state pipeline (2026 completion date); school lunch program meal reimbursement rates for breakfast and lunch will be increasing in January; LRSE has contracted with Kristen Hillier to fill the vacant elementary special edposition through the end of the current school year and will continue to provide the teacher for that position next school year; the 5-year school lunch program review will be conducted by NDDPI on 2/8/2022.

Old Business: None presented.

New Business: Negotiations seminar will be presented by NDSBA on Feb 3-4; Michelle Gibbens will attend. Long-term planning meeting will be held in conjunction with the April board meeting. Superintendent evaluation must be completed by March 15; forms are to be returned to Vickie Jacksen by 2/14/22 for presentation at the February board meeting.
