December School Board Meeting Minutes

The School Board of North Star Public School District #10 met in regular session on Wednesday, December 15, 2021 in North Star Room 101.

PRESENT: Chris Doehler, Vickie Jacksen, Jeana Jorde, Jay Nicholas, John Peters, Paul Wagenman; Administration: Jeff Hagler, Jessica Gunderson, Nancy Reiser, Cathy Johnson.

ABSENT: Michelle Gibbens. VISITORS: None.

Board President Jacksen called the meeting to order at 5:40 p.m. No changes were made to the agenda.

MOTION made by Paul Wagenman, seconded by John Peters, to approve the minutes of the November 17, 2021regular meeting was CARRIED - all voting aye.

MOTION by John Peters, seconded by Jay Nicholas, to approve the December bills presented for payment wasCARRIED - all voting aye.

Monthly financial reports for November 2021 were reviewed.

Principals’ and Activities Director Reports:
Elementary Principal’s report by Mrs. Gunderson: PK-6 enrollment: 182; attendance: 94%; new student that would have required a fulltime para will not be enrolling, but applicant for that position will be available for para subbing or fulltime assignment, if necessary, in the future. Supt. Hagler shared a copy of the TGU contract release letter received from Andria Hart and reviewed the terms of her 94-day contract with North Star for FY22 to be approved by the
board.MOTION to approve a FY22 teaching contract with Andria Hart Juarez at $24,913 for 94 days by John Peters and seconded by Chris Doehler. MOTION CARRIED on a roll call vote: Doehler-yes, Jorde-yes, Nicholas-yes, Petersyes, Wagenman-yes, Jacksen-yes (Gibbens-absent).Supt. Hagler briefed the board on the current and continuing discussions with the Lake Region Special Education Unit re: elementary special education teacher staffing (currently provided through an MOU with LRSE). North Star may need to find a long-term sub for this position.

High School Principal’s report by Mrs. Reiser: JH/HS enrollment: 116, attendance: 93%; substitute teachers will be needed to cover Tech Ed classes for an unknown period due to medical leave required by Margaret Henke; 18 students have signed up for Speech.

Activities Director report by Mr. Hagler: Reviewed gym floor refinish bid from H2I (sole respondent) and possible floor color/stain combinations and designs; proposal has projected start date after the end of basketball season withcompletion before end of current school year.
MOTION to approve H2I as the vendor for the gym floor refinish project was made by Jay Nicholas and seconded by Paul Wagenman. MOTION CARRIED on a roll call vote: Doehler-yes, Jorde-yes, Nicholas-yes, Peters-yes, Wagenman-yes, Jacksen-yes (Gibbens-absent).
North Star will host the district 8 GBB tournament on February 11, 12, and 14, and will need workers for various jobs. 21-game schedules for the 2022-2023 BBB and GBB seasons using a super-regional format have been approved by district 7 and 8 activities directors.

Superintendent’s Report by Mr. Hagler: Presented comparative COVID-related statistics between this school year and last year as of December 14th. Food service inspection was completed on 12/6/21 (report in Dropbox); food servicereview coming up on 2/18/2022. Completed and submitted state ESSER report due in December; federal ESSER
report is due in January. Assessment of $24,904 ($88/student) for STARS update will be deducted from January 2022 state foundation aid payment. Meeting has been tentatively scheduled on 1/18/22 to discuss the possibility of natural gas availability in Cando; board members may want to consider attending. Dismissal for Christmas break is at 2:30 pm
on 12/22/21; school will resume on 1/3/2022.

Old Business: No delivery date has been provided for the new white activity bus; starter and radiator had to bereplaced on the old white bus.

New Business: AED training will need to be rescheduled to a different date (Jan 21 vs Jan 17) or with an alternate provider (ND Safety Council) due to a scheduling conflict with TCMC for January 17; administration will decide which option to use. Reviewed three versions of the school calendar for FY2023 and staff voting results for each version.
MOTION to approve the red calendar for the 2022-2023 school year with a start date of 8/23/22, final date of 5/24/23, and graduation on 5/28/23, was made by Chris Doehler and seconded by Paul Wagenman. MOTION CARRIED on a roll call vote: Doehler-yes, Jorde-yes, Nicholas, John Peters-yes, Wagenman-yes, Jacksen-yes
(Gibbens-absent).Michelle Gibbens will replace Bob Kennedy on the Negotiations Committee. Next meeting set for Wednesday, January 19, 2022, at 7:00 p.m.
