REGULAR SCHOOL BOARD MEETING
MAY 19, 2021 The North Star Public School District #10 School Board met in regular session on Wednesday, May 19, 2021 in North Star Room 101.

PRESENT: Chris Doehler, Michelle Gibbens, Vickie Jacksen, Jeana Jorde, Bob Kennedy, Jay Nicholas, John Peters;

Administration: Jeff Hagler, Jessica Gunderson, Nancy Reiser, Cathy Johnson. VISITORS: Barry Heisler, Cando, ND.

Board President Jacksen called the meeting to order at 7:02 p.m. No changes/additions to the agenda.

MOTION to approve the minutes of the April 21, 2021 meeting was made by Kennedy, seconded by Gibbens. MOTION CARRIED - all voting aye.

MOTION to approve the May bills presented for payment made by Peters, seconded by Nicholas. MOTION CARRIED -all voting aye. A list of additional bills to be paid in May but not included in those presented for payment at the meeting will be posted in Dropbox the week after the board meeting. Monthly financial reports for April 2021 were reviewed.
Principals’ Reports:
Elementary Principal report by Mrs. Gunderson: PK-6 enrollment: 194 with 4 fulltime distance learners; attendance: 93.85%; 2021/2022 tentative class schedule w/teacher assignments was presented with 2 sections for grades 1-4 and single sections for K, 5 and 6; anticipated total PK-6 enrollment is 186 w/25 -32 students per grade in the 2-section grades; small group skills enhancement time period (“Bearcat Buddies”) has been created for grades 2-6.
Comparative schedule of federal Title allocations (FY21 to FY22) shows a $31,294 increase for FY22 to $141,506.

High School Principal report by Mrs. Reiser: JH/HS enrollment: 122; attendance: 93.7%; projected enrollment for 2021/2022 is 125; tentative FY22 class schedule presented with eight elective/rotation courses and Bearcat period moved to end of day.

Activities Director report by Mr. Hagler: requested board approval for June 2021 Volleyball Camp and June/July 2021 Strength, Plyometric and Sports (Acceleration) Camp to be held at the school; update on spring sports: currently have state qualifiers in boys golf and track (one in each) w/additional qualifiers possible in boys and girls golf, track and baseball after regional competition.

MOTION to approve use of the school for North Star Volleyball Camp on June 1-2, 2021 and Strength, Plyometric and Sports (Acceleration) Camp to be conducted June 7-July 29, 2021 was made by Nicholas, seconded by Doehler. MOTION CARRIED on a roll call vote: Doehler-yes, Gibbens-yes, Jorde-yes, Kennedy-yes, Nicholas-yes, Peters-yes, Jacksen-yes.

Superintendent’s Report by Mr. Hagler: Summer school staffing: 6 teachers w/b paid $50 per hour/4 hours per day/4 days per week for 3 weeks ($2400 each) and 1 teacher will work 2 of the 3 weeks at $50 per hour ($1600); discussed pay rate for 7 paras: board concurred with $20 per hour; anticipated funding source w/b ESSER II or III. Reportedexpenditure and revenue budget changes and provided legislative wrap-up, noting per pupil payment increases for
21/22 and 22/23 and new virtual/distance learning legislation. Agenda item 11. c. Family Mutual Property was addressed next with visitor Barry Heisler presenting a request to purchase a portion of the east side of the Family Mutual property that was donated to the school. Following
discussion, action on the request was tabled until additional relevant information re: property tax exemption and legal requirements re: sale of property can be gathered. Superintendent’s Report continued: School facility and food facility April inspections reports were presented; board approval required for tuition agreement request for 3 students in Biby family to continue attending Leeds Public School after moving to North Star district.
MOTION to approve tuition agreement for Biby family (3 students) to attend Leeds Public School was made by Nicholas, seconded by Kennedy. MOTION CARRIED on a roll call vote: Doehler-yes, Gibbens-yes, Jorde-yes, Kennedy-yes, Nicholas-yes, Peters-yes, Jacksen-yes.
Mask mandate w/b revised for graduation to “masks recommended for non-vaccinated individuals”; masks will not berequired for graduating seniors. Reported on Wellness, Scholarship, and Technology committee meetings: FFVP application submitted; scholarship awards of $15,000 to FY21 seniors, golf tourney fundraiser scheduled for June 12;
minimal technology purchases for FY22, discussion re: charges for device damage (proposed $15 optional fee to cover one occurrence of accidental damage).

Old Business: Northwest Projector bell/intercom/clock system install to begin June 14 w/50% down payment made in May (copy of signed purchase agreement in Dropbox); anticipated delivery date for new activity bus w/b after August 1; school board election w/b held June 8; FY22 BCBS health insurance rates: 8.4% increase w/annual policy cost for single coverage at $9892 vs $9124 (FY21) and family coverage at $25,716 vs $23,720 (FY21); insurance claim payment received for chimney damage (Northland Coal Equipment proposal for materials only is in Dropbox); ESSER II and III applications have been submitted.

New Business: FY 2021/2022 ancillary wages schedule was presented for board approval.
MOTION to approve FY 2021/2022 ancillary wages and benefits as scheduled was made by Gibbens, seconded by Jorde. MOTION CARRIED on a roll call vote: Doehler-yes, Gibbens-yes, Jorde-yes, Kennedy-yes, Nicholas-yes, Peters-yes, Jacksen-yes. FY 2021/2022 negotiated administration salaries and benefits schedule was presented for board approval.
MOTION to approve negotiated FY 2021/2022 administrative salaries and benefits was made by Peters, seconded by Jorde. MOTION CARRIED on a roll call vote: Doehler-yes, Gibbens-yes, Jorde-yes, Kennedy-yes, Nicholas-yes, Peters-yes, Jacksen-yes. Jay Nicholas will hand out diplomas at graduation. Next meeting set for Monday, June 14, 2021 at 7:00 p.m.
