REGULAR SCHOOL BOARD MEETING
JUNE 26, 2023
The School Board of North Star Public School District #10 met in regular session on Monday, June 26, 2023, in North Star Room 101.

PRESENT: Chris Doehler, Jeremiah Halley, Vickie Jacksen, Jeana Jorde, Brooks Larson, Paul Wagenman;Administration: Jeff Hagler, Nancy Reiser, Cathy Johnson. ABSENT: Michelle Gibbens. VISITORS: Kara Frey and Lori Kurtti-NS staff.

Board Vice President Jacksen called the meeting to order at 7:30 a.m. There were no changes to the agenda.MOTION by Doehler, seconded by Jorde, to approve the minutes of the May 17, 2023 regular meeting and the May 31, 2023 special meeting. MOTION CARRIED-all voting aye.
MOTION by Wagenman, seconded by Larson, to approve the June bills presented for payment. MOTION CARRIED-all voting aye.Monthly financial reports for May 2023 were reviewed.

Principals’ Reports:
Elementary Principal’s report by Mr. Hagler (Ms. Gunderson absent): No response yet from Dakota Playground for quote that includes a tire swing; presented letter of resignation from Sheri Svir for board acceptance.MOTION by Wagenman, seconded by Halley, to accept the resignation of Sheri Svir at the end of the 2022-23 school year. MOTION CARRIED on a roll call vote: Doehler-yes, Halley-yes, Jorde-yes, Larson-yes, Wagenman-yes,Jacksen-yes, (Gibbens absent). FY24 consolidated application for federal Title funds is ready for submission upon board approval.MOTION by Larson, seconded by Jorde, to approve submission of the FY24 consolidated application for federal Title funds. MOTION CARRIED on a roll call vote: Doehler-yes, Halley-yes, Jorde-yes, Larson-yes, Wagenman-yes,Jacksen-yes, (Gibbens absent).

High School Principal’s report by Mrs. Reiser: final JH/HS attendance and enrollment numbers were 94.7% and 114; projected 2023-2024 enrollment is 117. Eric Nygaard has accepted the HS principal position. Discussed options for covering classes formerly taught by Bryan Haugen.
Activities Director Report by Mr. Hagler: Update on athletic field projects: FB field completion date has been moved back w/initial use date at least six weeks after completion of sod installation; baseball field project must be started in July for timely completion. 2023-24 extracurricular positions and assignments listing is in Dropbox; still need coaches for GBB and JHFB assistant coach; will seek input from new athletic director Eric Nygaard re: filling open positions. Minor financial loss from hosting the regional baseball tourney will be absorbed by North Star. Reported on the North Star Scholarship golf tournament and NDHSAA activities participation payments.

Superintendent’s Report by Mr. Hagler: Reviewed FY23 revenue/expense/expected fund balance carryover information. FY23 NDDPI enrollment and transportation reports were discussed and presented for board approval. MOTION by Jorde, seconded by Doehler, to approve the FY23 NDDPI District Pupil Membership Summary report. MOTION CARRIED on a roll call vote: Doehler-yes, Halley-yes, Jorde-yes, Larson-yes, Wagenman-yes, Jacksen-yes,
(Gibbens absent).MOTION by Wagenman, seconded by Larson, to approve the FY23 NDDPI Transportation Routes report. MOTION CARRIED on a roll call vote: Doehler-yes, Halley-yes, Jorde-yes, Larson-yes, Wagenman-yes, Jacksen-yes (Gibbens absent).
Elementary music position contract offer was declined; discussed options for covering elementary music classes including continue advertising open fulltime position, add music to regular class roster for elementary teachers, or fill as part-time contracted position or with long-term sub (no contract) while keeping the position open.

Old Business: Presented and discussed the negotiations committee proposal for FY24 ancillary staff raises/wages and a new benefit for 9-month ancillary staff (excluding bus drivers) of payment a prorated single health insurance policy premium under our current health plan.MOTION by Jorde, seconded by Wagenman, to approve the negotiations committee proposal for FY24 ancillary staff pay and payment of 85% of a single health insurance policy premium under our current plan for 9-month employees working a minimum of 30 hours per week. MOTION CARRIED on a roll call vote: Doehler-yes, Halleyyes, Jorde-yes, Larson-yes, Wagenman-yes, Jacksen-yes (Gibbens absent). The June 13, 2023 election poll book, tally sheet, ballot certification, ballots, and preliminary official returns were made available to the board for canvassing. MOTION by Doehler, seconded by Halley, to declare the following final official results for the June 13, 2023 election: Thirty-three (33) ballots were cast of which thirty-three were qualified ballots. For Geographical Area #1 - Cando 3-year term: Jeana Jorde was declared elected with thirty-two (32) votes; Kinsey Maertens received one (1) vote; there were no blank ballots. For Geographical Area #2 – Bisbee-Egeland 3-year term: Jeremy Johnson was declared elected with twenty-five (25) votes; Vickie Jackson received six (6) votes, and there were 2 blank ballots. MOTION CARRIED on a roll call vote: Doehler-yes, Halley-yes, Jorde-yes, Larson-yes, Wagenmanyes, Jacksen-yes (Gibbens absent). The business manager is still trying to determine how/why information given to auditors is out of balance (per the
auditors).

New Business: Administration transition will begin in July with a school tour and meetings with Aimee Zachrison and Eric Nygaard. The business manager will email FY23 attendance forms to board members to be filled out and returned. As she stepped down from the board, President Vickie Jacksen encouraged board members to continue to make the focus of their deliberations and decisions “about the students”.

Next meeting is the annual meeting, scheduled for Wednesday, July 19, 2023 at 7:00 a.m. Meeting was adjourned at 9:13 a.m.
