NORTH STAR PUBLIC SCHOOL
REGULAR SCHOOL BOARD MEETING
MARCH 15, 2023

The School Board of North Star Public School District #10 met in regular session on Wednesday, March 15, 2023, in the North Star shop classroom.
PRESENT: Chris Doehler, Michelle Gibbens, Jeremiah Halley, Vickie Jacksen, Brooks Larson; Administration: Jeff Hagler, Jessica Gunderson, Nancy Reiser, Cathy Johnson. ABSENT: Jeana Jorde, Paul Wagenman. VISITORS: Jim Greenlee - NS staff.

Board President Jacksen called the meeting to order at 7:02 a.m. No changes were made to the agenda.MOTION made by Chris Doehler, seconded by Brooks Larson, to approve the minutes of the February 15, 2023,regular meeting. MOTION CARRIED-all voting aye.
MOTION by Michelle Gibbens, seconded by Jeremiah Halley, to approve the March bills presented for payment. MOTION CARRIED-all voting aye. Monthly financial reports for February 2023 were reviewed.

Principals’ Reports:
Elementary Principal’s report by Ms. Gunderson: PK-6 enrollment 183, attendance 94%; parent-teacher conference attendance was 94%. Ms. Gunderson presented information and two estimates on new playground equipment under consideration; one vendor estimate includes a $36,000 grant provided by the equipment manufacturer. Vendors w/b contacted to determine if old equipment removal is included in bids.

High School Principal’s report by Mrs. Reiser: JH/HS enrollment of 115, attendance 94.6%; parent-teacher conference attendance was 58.8%; completed/upcoming events include the Book Fair, State Spelling Bee, Youth Risk Behavior Survey, NHS banquet, Scrubs Camp and Anatomy class trip, and Region 4 instrumental contest t/b hosted at North Star.

Activities Director Report by Mr. Hagler: Order will be placed immediately for Nevco outdoor scoreboard: expected delivery lead time is 12 weeks; 2023-24 boys and girls basketball schedules are complete; discussed arrangements required to offer trap shooting as a non-NDHSAA sponsored extracurricular activity: options t/b considered are coop with Devils Lake trap team, find outside group to be in charge of activity using North Star School name for their team, coop with (an)other area school(s), or decline offering trap shooting at this time; additional information will be obtained from Devils Lake re: coop fee cost.

Superintendent’s Report by Mr. Hagler: Reported on the trip to Bismarck by the junior/senior classes to observe legislative proceedings and updated the board on some of the education-related bills currently under consideration; audit report presentation tentatively set for April meeting; April meeting date t/b changed from April 19 (Mr. Hagler w/b gone) to Monday, April 24, 2023 at 7 a.m.

Old Business: Negotiations process update: documents from steps #3 and #4 were posted on 2/27/23; motion made re: completion of step #5 (recognition of the representative organization). MOTION made by Michelle Gibbens, seconded by Chris Doehler, to recognize North Star #67 Education Association as the representative organization for the teacher negotiating unit, stating “The School Board has investigated the petition filed by the North Star #67 Education Association requesting that the association berecognized as the representative organization for the negotiating unit and has determined that the Education Association does represent a majority of the teachers within that unit. The Board recognizes the North Star #67
Education Association as the representative organization for a minimum of one year beginning March 15, 2023. representation.” MOTION CARRIED on a roll call vote: Doehler-yes, Gibbens-yes, Halley-yes, Larson-yes, Wagenman-yes, Jacksen-yes (Jorde, Wagenman absent).
The first negotiating meeting (to establish ground rules) was set for April 4, 2023 at 7 a.m.; proposals will be presented by the board first and the teachers second during this year’s negotiations meetings. Update on superintendent search presented by N. Reiser: 12 views of the job opening, 4 applications received, and 1 interview scheduled for 3/24/23. Superintendent evaluation was presented for board review and approval. MOTION was made by Chris Doehler, seconded by Michelle Gibbens, to approve the spring 2023 superintendent
evaluation. MOTION CARRIED on a roll call vote: Doehler-yes, Gibbens-yes, Halley-yes, Larson-yes, Wagenmanyes, Jacksen-yes (Jorde, Wagenman absent). The next election deadline, submission of required documents to file for board candidacy, is 4 p.m. on April 11, 2023.

New Business: None.

Next meeting set for Monday, April 24, 2023 at 7:00 a.m. in the Shop Classroom. Meeting adjourned at 7:51 a.m.
